In 2023, Outreach International celebrated a remarkable achievement: the graduation of 14 communities across many of our global program locations. This is the culmination of a years-long process when a community has proven it can reach its development goals in total independence.
And in 2024, we’re off to an amazing start. Outreach has worked in Cambodia since 2017, and the spring of 2024 has seen our first community graduations in that country. This milestone marks a giant step forward in the fight against poverty in Cambodia. And it showcases the success of our community-led development work.
In order to fully appreciate the significance of a community graduation from the Outreach development program, we need to understand the central focus of Outreach’s work. It starts by gaining the trust of the people we know we can help. We encourage them to gather and speak up about the issues they face in their lives that keep them in a perpetual cycle of extreme poverty. And every region, every community, faces a unique set of issues.
Understanding the Challenges of Poverty in Cambodia
Cambodia is a nation of 17 million people, and a land of striking contrasts. The region has breathtaking landscapes and a rich cultural heritage, and yet the country also faces severe challenges. Political instability, ethnic division, uneven availability of resources, and climate change are principal among them. These factors have contributed to an epidemic of poverty, especially in remote areas. The circumstances have in fact become so severe that the United Nations: Cambodia has labeled it a “high need, developing world” nation.
An estimated 80% of the population of Cambodia lives in rural, remote areas. Many of these areas lack even the most basic infrastructure and necessities. Because of these areas of isolation and the lack of opportunities there, roughly one-third of the country’s population lives on less than the equivalent of one U.S. dollar per day. This puts them at less than half of the current worldwide extreme poverty line set by the World Bank of $2.05 per day.
Many people who live in poverty in Cambodia are seasonal workers who must travel during harvest season to labor in mango, cashew, and rice fields. But this work is infrequent, is increasingly mechanized, and climate change is destabilizing agriculture across the region.
However, the UN also recognizes Cambodia’s potential to reverse these difficult circumstances through economic and human development. And this is exactly what Outreach International brings to Cambodia, and other regions of the world experiencing extreme economic hardship.
The Role of Outreach International
Outreach International has been instrumental in improving the economic circumstances of communities by empowering people to work together to solve the issues in their lives that have kept them in poverty. We accomplish this by employing the process of community-led development through our local program partner, HURREDO. It’s a long-proven and ever-advancing methodology of which Outreach continues to be on the forefront.
The Process of Community-Led Development
Outreach International’s approach to community-led development involves a four-phase process:
- Groundbreaking: Facilitators build trust within the community, helping them identify, prioritize, and seek solutions to poverty-related issues.
- Community Development: The community addresses more complex issues, with facilitators providing leadership training and assisting with project implementation.
- Empowerment: Local leaders take over the project management, strengthening their organization and directing strategic planning.
- Graduation: Communities are equipped with the training, tools, and resources they need to continue their development work independently.
A Success Story from Run Community
In the Siem Reap province, the community of Run has successfully graduated from the Outreach development program. Our facilitator of this program in Siem Reap is named Phonam. She began working with Run in 2020, guiding them on their journey from chronic extreme poverty to self-reliance and a hopeful future. Beginning with extensive trust-building efforts, including weaving baskets with community members, Phonam learned about some of the most pressing issues people were dealing with every day.
Addressing Critical Needs
With Phonam’s guidance, the community identified and implemented solutions to their most pressing issues:
- Safe Water: The community accessed 133 water filters and constructed 7 water wells, providing clean water to many families.
- Sanitation: They built 72 latrines, significantly improving hygiene and reducing health risks.
- Financial Independence: The Run community also pioneered a digital savings group, the first of its kind in Cambodia. This initiative has allowed community members to save over $2,289 and issue $11,000 in loans, fostering small business growth and financial stability.
The Next Steps in Community-Led Development
People in Siem Reap took the next steps in their development process. They elected leaders from their own group who they knew and trusted to take the reins and guide the group to reach ever-increasing goals. It may be difficult to grasp the full nature of the progress people made as they remained committed to this difficult and time-consuming work of bettering their own lives. Six leaders were elected, all of whom are women. This shows how successful they were at challenging long-standing cultural norms about the role of women in these remote areas.
Outreach also taught group members how to best use technology to help them achieve their goals. Leaders learned how to digitally collect data on the effectiveness of their development initiatives. They gathered information on participation rates, frequency of illness due to unsafe water, and repayment rates of small business loans. This giant leap in technology empowered the group of leaders to make faster, better decisions about how to move forward with these and new projects in the future.
With safe water, sanitary homes, safe banking and more, the community-led organization demonstrated that it was ready to move forward with even more development goals in total independence from Outreach facilitator Phonam. So they were ready to celebrate the 2024 Cambodia community graduations.
Celebrating 2024 Cambodia Community Graduations
One of the most anticipated phases of Outreach’s work is community graduation. It’s a testament to the success of their intervention process. The ultimate goal is to empower local leaders to continue the development work independently, ensuring long-term sustainability.
The graduation celebrations in Cambodia were filled with immense joy and a real sense of accomplishment. Local leaders, such as Chok Salat, expressed their commitment to continuing the development work and improving their communities. The graduations of Run, Tbeng Keut, and Romchek communities mark the first-ever graduations from Outreach programming in Cambodia. This is a huge victory for our friends in Cambodia, and a significant achievement in the global fight against poverty.
